Power Play: OpenAI and Google Urge U.S. to Fortify AI Leadership

OpenAI and Google are jointly urging the US administration to undertake significant measures to solidify the nation’s leadership in AI technology.

“As the world-leading AI sector in America approaches AGI, with a Chinese Communist Party (CCP) intent on surpassing us by 2030, the new AI Action Plan from the Trump Administration can guarantee that AI developed under democratic ideals by Americans continues to succeed over the autocratic, authoritarian AI produced by the CCP,” stated OpenAI in a correspondence to the Office of Science and Technology Policy.

In another correspondence, Google mirrored this viewpoint by asserting, “While the United States presently leads globally in AI – housing the most proficient and widely utilized AI models and tools – our dominance is not guaranteed.”

A proposal for the AI Action Plan

OpenAI underscored AI’s capacity to “amplify human creativity,” fostering productivity, wealth, and liberty. The organization compared recent advancements in AI to significant historical breakthroughs in innovation, including horse domestication, the creation of the printing press, and the introduction of computers.

According to OpenAI CEO Sam Altman, we stand at “the brink of the next surge in prosperity.” The enterprise emphasizes the necessity of “the freedom of intelligence,” advocating for unrestricted access to AGI while protecting against autocratic dominance and bureaucratic restrictions.

OpenAI also delineated three principles for scaling:

The intelligence of an AI model approximately corresponds to the logarithm of the resources utilized for its training and operation.

The expense of utilizing a specific level of AI capability decreases by roughly tenfold every year.

The duration required to enhance an AI model keeps diminishing.

Google has formulated a three-part strategy for the US to prioritize:

Invest in AI: Google urged for coordinated efforts to tackle the escalating energy demands of AI infrastructure, balanced export controls, ongoing funding for research and development, and federal policy frameworks that encourage innovation.

Accelerate and modernize governmental adoption of AI: Google implored the federal government to take the lead by adopting and implementing AI, which includes utilizing multi-vendor, interoperable AI solutions and simplifying procurement processes.

Encourage pro-innovation strategies on an international scale: Google urged for an active global economic policy that supports AI innovation, promoting market-oriented technical standards, collaborating with like-minded nations to address national security threats, and combating restrictive foreign AI barriers.

AI policy suggestions for the US administration

Both organizations provided comprehensive policy suggestions to the US government.

OpenAI’s recommendations comprise:

A regulatory approach that ensures innovation freedom via voluntary collaboration between the federal government and the private sector.

An export control strategy that facilitates the global adoption of American AI systems while safeguarding America’s leading position in AI.

A copyright strategy that defends the rights of content creators while allowing American AI models to learn from copyrighted works.

An infrastructure initiative aimed at stimulating growth, which includes policies to nurture a robust AI-ready workforce along with ecosystems of laboratories, startups, and larger entities.

An ambitious government adoption strategy to ensure that the US government exemplifies the usage of AI for the benefit of its citizens.

Google’s recommendations include:

Advancing energy policies to support domestic data centers, including reforms in transmission and permitting.

Implementing balanced export control measures that facilitate market access while addressing relevant risks.

Accelerating AI research and development, streamlining access to computational resources, and encouraging public-private partnerships.

Establishing a pro-innovation federal framework for AI, which includes legislation that prevents a fragmented set of state laws, ensuring the industry has access to data that allows fair learning, concentrating on sector-specific and risk-based AI governance, and bolstering workforce initiatives to cultivate AI skills.

Both OpenAI and Google stress the urgency for immediate and effective measures. OpenAI cautioned that America’s advantage in AI is fading, while Google emphasized that policy choices will shape the results of the global AI race.

“We are engaged in a global competition in AI, and policy choices will dictate the outcome,” Google elucidated. “A pro-innovation strategy that ensures national security and guarantees that all benefit from AI is vital for unlocking AI’s transformative potential and ensuring that America’s leadership endures.”
